If Trump does decide to veto the bill, Congress has shown it could easily override him.

Of course, if he wants tougher sanctions he doesn't have to veto it. He can pick up the phone and speak to Ryan and McConnell and ask for an amendment or amendments that change the bill and make it tougher. They can vote and pass those and he can sign.
