The question is responsibility..
If the self-driven car kills a human in an accident, who will be responsible? Be sure that someone will. Probably the owner. Would the owner of such a car really trust the computer that much he would let it drive alone without any sort of control? I wouldn't.

It's a sci-fi that can be easily ruined with legislation. Just like anything else.
