The bill will go nowhere it's just a publicity stunt Trump is pulling to get his wavering base excited. Congress will never pass that bill.
It's like during a boring summer your Dad saying "we're going to Yosemite next summer it will be so awesome!" after a few summers of it not happening his base will get tired of the empty promises.
