It doesn't matter if he did illegal things before or after he entered office. Impeachment is the only thing he can be hit with while in office. If he attempts to pardon anyone involved in the Russian shit it's instant case of impeachment that Republicans can't hide from.
After the fact they can then bring state level charges which can only be pardoned by the sitting statell governor.
