CAN SPAM law is only for the US. However, if you piss off Gmail, Hotmail, Yahoo, and AOL (yes, AOL - you would be surprised) your email list will quickly be worthless.

However, there are so many mailers to chose from -- I get like 600 spams a day in gmail alone and on my private mail servers 100+ a day -- want some :P Many are identical with different mailing addresses -- my mail client is trained to move 99% of them now to the spam folder but they keep coming. This leads me to believe some actually click out {into the great abyss} The spammers must get some financial return to keep repeating their process.
