That is not the gist of the article -- it is the European nationals that left to fight with ISIS returning home to Europe. Then traveling to the USA using the Visa Waiver Program.

I doubt that US Homeland Security can screen those applications online effectively. The only answer I have, and not a good one really, is to allow only repeat visitors entry under the Visa Waiver Program. Others would have to apply and interview at US embassies. The EU would feel compelled to retaliate since they have had so many terrorist attacks on their soil committed by US visitors (<facepalm>). Can't win for losing ...

That Canadian national entered the US in Buffalo, NY then traveled here to launch his attack. We don't want to make it difficult for Canadians to enter the US because of this. The guy was a fruit loop -- he attacked an airport police officer -- then promptly got his ass kicked and was arrested -- he will turn out to be more of a mental case rather than a dedicated terrorist.
