Unfortunately it is legal in many countries, though it is wrong ethically, laws need changing. Trump is the type who will do what is legal if it benefits him, same as Obama, it is rare to find a politician of a high level who does the right thing morally, there are rare examples though like Jeremy Corbyn the leader of the UK opposition.
