They build houses like that in the US as well in coastal areas, but usually even those get destroyed in these kinds of storms due to wind and the house being higher up. Hurricanes are not just flooding but also high wind.
Here are some specifically designed for Hurricanes in flood areas.. These survived because they were built for the high winds as well but as you see just being on stilts didnt save the others..
The biggest problems is older houses and local state govts with people who deny basic science aswell as allowing peope to build and develop land in places like that....
