How about this instead... How about Trump figures out exactly who he needs to talk to in order to get this started, and demands they get on freaking airplane RIGHT NOW back to Washington DC to start planning this. Then if need be, call all of Congress back to vote on it. It's a natural disaster impacting the fourth largest city in the United States; Surely Congress wouldn't wait to take action. Right?
