This is no surprise. More than 20 years ago in the UK i read a report on these so called charities and disaster funds and if memory serves The Red Cross only spent about 10% of all donations on actually helping people the rest they spent on themselves, like salaries, Infrastructure, etc.

The current President and CEO of the American Red Cross (since 2008) is Gail J. McGovern, whose total yearly compensation for 2010 was about $1,037,000 (considerably higher than the $651,957 figure mentioned above) and for 2011 was about $561,000..

I can only imagine what the salary is in 2017 ?

Another point to remember is that The Red Cross has a list of thousands of volunteers . Yes volunteers, that means they cost very little as no money is paid to them other than food and travel and some don't even get that if they live near the disaster .
