The problem is what they do is expensive, and it's hard to explain to the public.
I have a friend of mine who works for the American Red Cross. He is a structural engineer and makes huge money.... For most of the year he works locally, low key, works on local building projects that the Red Cross owns. When a large disaster hits he goes on the road and is away for months a time... He has a company car - a nice Jeep - and when he goes on the road everything is paid for.... I wouldn't be surprised if they spend a million dollars a year on him between salary, the car, and him being on the road so much...
