People in SF don't panic. The news media panics. Good fodder for the evening news. OMG, they're all gonna fucking die? Mandatory evac does not mean you have to leave, just that there will be no cops, ambulances, firemen, etc to bail your ass out. Nobody wants to go through the storm in their car on the freeway out of gas. We just hunker down and wait. Fuck it.
