He's trying to transfer and they are essentially trying to charge him a transfer fee. It looks like they are holding the domain hostage and won't give out the transfer code until he pays $59. As long as there is an adequate amount of time left on the current registration, he does not need to add a year at current registrar.

I would contact Joker first and then ICANN and get some clarification as to what steps to take to let them know you won't be paying that fee. Problem the domain is expiring today, so you may not have enough time to get the answer you need.
