most reasonably, 12 withdrawals, 2 per day, on 6 different days at a cost of $120 plus again any currency exchanage losses. If you want to save some, say that you only withdraw $2000 per day, then you could get 6 x $2000 = $12 000 and then go one more separate day and withdraw $2000 and get to $14 000 and let $1000 remain in account/card and roll over into next period.

What will most likely be your hardest task, is to find ATMs that are willing to spit out enough cash per transaction. With cash being more and more obsolete in most Western countries, many ATMs will only spit out in the range of around $1000 - $1500 per transaction, but your milage may vary greatly depending on country and specific ATM.

With amounts as high as $15 000 you'd be better off with a Paxum acocunt and requesting a montly wire transaction directly t your bank acccount. It will cost you $50 fixed fee plus any currency exchange losses. It will save you from having to go to the ATM 6 or more times per month.
