This is an investigation. In fact, it's one of the largest and most important investigations the United States has ever had. There is no limitations on what the investigators can or cannot look at. You surely cannot put limitations on looking to all of their finances - That's the very first thing investigators look at. If Manafort suddenly deposits two million dollars into his bank account, we need to know why. If Manafort suddenly buys a house, we need to where that money came from.
When they find other crimes have been committed, we will investigate those too. Of course they will. They will not say "Oh, we see you committed tax fraud and pockets millions of dollars, but we'll just ignore that". It doesn't work that way.

Janet Reno expanded the Whitewater investigation. Kenneth Star didn't himself. Mueller can't expand without authorization from a higher up to do so.
