Janet Reno expanded the Whitewater investigation. Kenneth Star didn't himself. Mueller can't expand without authorization from a higher up to do so.
Clinton was acquitted of impeachment by the senate in 1999. You redhat nics have no issue lying through your teeth to anyone that will listen.

Bill Clinton is innocent in the eyes of the law and was never impeached.
