you want to blame anyone for NK getting nukes... look at Russia, Simply because NK was able to offer cash, cash for brains, cash for parts at a time Russia was in turmoil and that trade continues today..

4 billion was nothing compared to what else has been spent, it was worth a shot.. failed but worth the try.
