Mueller isn't stupid. He isn't going to go down in history as the man who tried to unseat a President based on a fake dossier and crimes committed by someone other than the President. Especially when there's an obvious concerted effort on the opposing party's part to try and make that happen even go so far as to creating fake evidence and collectively lying to cover their tracks. Again the pattern of their actions is what will get them in the end.
