Numbers of accounts doesn't mean shit really, more likely two totally different techniques used. Paid ad's promoting Trump I saw more in Outbrain style ads, which is what most of Rupert's conspiracy theory sites use. Ruskis probably realised why fuck around with manual spam, when you can just buy it.
Anti candidate American political ads in the previous election were big money spinners, I'd guess the vast majority were written by webmasters hoping to make a buck more than KGB spys ;)
