a better question would be is there one example in history where sanctions did not strengthen the dictator...and an even better one would be why governments impose sanctions if they know fully well only the weak will be punished and the strong rewarded...you will then come to the conclusion that sanctions are a great way to prolong wars and conflicts...tumble a country in to chaos by silencing the opposition and moderates...making the radicals come out of the woodwork..."preparing meat" before frying it...
