Actually the original twitter character length was based on the 160 max in an sms. (140 for the customer to use, and 20 for the company to run an ad at the foot of the msg.)
Twitter was originally a tool to be used to send out broadcast sms to whoever joined or "followed" you. This model only worked in the US where the receiver of the sms paid rather than the sender.
Over time it morphed into the monster it is now and its original business model was forgotten.
