Maybe it's some kind of fetish in Poland, but in Russia dried fish does not associate with vodka. It's a standard snack for beer. Vodka is usually being consumed here with lots of various food (course if you're not a homeless bum who lives with stray dogs). When we drink, we usually eat. When a Russian drinks a shot of vodka, he eats meat, caviar (if he has money for it) salted cucumbers, mushrooms etc. Nobody here drinks vodka w/o food. Ok, maybe poor alcoholics or American tourists who can't afford food do that as well...
