He is doing what he is supposed to do Mark. But at the same time it's imperative that the local govt. (like the Mayors) do THEIR jobs. This particular Mayor is using this crisis for political brownie points with her party.
She came out swinging at FEMA, the military, and the entire response team while SHE is blocking needed help from getting to her people.
It reminds me of the incompetence and corruption of New Orleans Mayor Ray Nagin during Katrina.

CNN and MSNBC touted him as a "hero" and he lashed out at Bush and FEMA and blamed them for everything.
Of course...it turned out that Nagin was NOT a "hero" but was a corrupt Mayor who was stealing.
Here's where he ended up:
"In 2014, Nagin was convicted on twenty of twenty-one charges of wire fraud, bribery, and money laundering related to bribes from city contractors before and after Katrina and was sentenced to ten years in federal prison"
So yeah...Trump DOES need to call this Mayor of San Juan out for incompetence. If you read the detailed actual NEWS about this (and not the establishment media biased opinion pieces)...then you will see that she is not cooperating with FEMA or the military and isn't even attending the meetings with the other Mayors and the Governor.
The media SHOULD be calling her out. But just like Nagin...they are going to paint her as a hero and the EVIL Republican President as the bad guy.
And then when the truth is revealed? They will mention it in passing and go on to their next fake news story attacking Trump.
It's disgusting.
