DDG contacted me. I received a sincere apology and payment.
I'm told this is related to their integration with NATS (which makes sense that the settings weren't being followed)... but as of right now this is amicably resolved.
Anyone else who may have outstanding payments should reach out via the messaging system on the NATS platform.
