They were a add-on device and not a firearm themselves and the Obama admin knew that is how the courts would see it.
By themselves, they don't fit the definition of a firearm.
The President is only the enforcer of the law. Congress makes the law.
But it remains to be seen if we actually get 'A LAW' concerning the bump stocks.
And if we do, I wonder what the trade-off will be in the actual legislation.
The only reason the NRA is taking the position they have is to be on top of it to control the outcome for they fear much worse legislation for them is possible and likely. It's the cheap and quick option for them and keeps their lobby forces intact.
