Canada has a very low murder rate and it is slightly lower than in my country...even though my country is poor mostly the very poor turn to crime like in any country...my point about the blacks representing a good part of the poor in Canada is valid...yes they are 3,6x more prone to homicide but they probably are also 3.6x more blacks than whites that are poor...so they engage more often in crime that is still very low..
Not like in the USA LOL...the us gov has failed some of its citizens...
