IMO, military personal should only be able to have secured phones on a private network using a military created phone/os. It should use some sort of forced proxy/vpn for any sort of internet access , txting ect..
AS for Russia we should be considering this constant mettling as a act of cold war. We should start hammering them and their allies with sanctions and start respong to these attacks with equal attacks back.

I was in the Marines long before cell phones - hell, even before cell phones.
I imagine cells phones - and any kind of computers - would be a security issue. The other side can just zero in your cell phone signals and do whatever.
On the other hand, I cannot imagine telling a nineteen year old kid "We are sending you to Europe for nine months, and you can't bring your cell phone".
