When you do not possess nuclear arms there are other options militarily -- to think otherwise is foolish.
India and China, both nuclear armed, came to a compromise over a border dispute in the Himalayas last month. Probably, they came to the conclusion that the risk was greater than any gain. The difference is: neither nation was threatening nuclear attack of the other.
