They requested to breach his door but were told to wait for the Swat team, because he had stopped shooting.. Paddock had already stopped shooting out the window by the time the officers got to his floor, only 11-15 minutes after he started shooting. He wasn't shooting anymore it's not like he kept shooting for an hour so quit trying to mislead and make it sound worse just to fit your conspiracy narrative.
