If this would have been the case, the FBI would have been sitting in the room nextdoor watching this high risk operation live like hawks. The moment they would have shot the 'operative' they would have been taken out. The FBI isn't going to wait it out until after the ISIS members load all the guns and spray everyone. This theory doesn't make any sense.
