Don't forget that life is cheap in countries like that. And I do not mean in un PC way from our perspective, I mean from their perspective. For example I once took a bus ride in Vietnam and it was so full that one dude was hanging out of the door, literally his 95% of his body besides his hands and feet were outside the fast going bus. They do not value life as much. Not to mention other examples of India and people riding on top of trains and stuff like that.
Life has less value there from their perspective.

As for killing anyone - we do not know that. Maybe the kill only those they are 95% sure about? We can only guess, but I do not think they kill merely suspects, like 10% chance etc. Who knows?
