He is. It seems he did not report Uranium one Russian bribery plans and actual payoffs to the agency heads or to Congress as he was required by law to do after FBI agents told Mueller of the Russian plans and deeds.
In other words, Mueller head of the FBI at the time sat on FBI reports that allowed the deal to pass.
