Instead, Clinton ended up meeting Vladimir Putin.
...But Clinton did visit Putin at his home. At the time, Putin was serving as Russia's prime minister after spending eight years as its president, from 2000 to 2008.
The Clintons and former President Barack Obama have faced scrutiny this week over pay-to-play allegations connected to the Rosatom deal, which was approved in October 2010.
