Your web host should provide email service. (where you place your web pages)
But for a domain registrar, you will have less hassles with namesilo than anyone else and the price is as good as any.
You can always host your own email with squirrelmail. Even best advised to host your own if you move hosts very often and need to keep a good webmail archive but move it from host to host as they piss you off.
