The President does not really have a say in this matter. The U.S. has a military policy, much like Russia has a military policy. According to you Russian military policy is to use nukes against a carrier group even thought they know to do so will initiate the end of Russia. The Russians know well what our military policies are just as we know theirs. Our military policy is zero tolerance of first use. The Russian military are fully aware what will happen to Russia if they ever initiate first use. So does every military with nukes. As you said there will be no "if" as the military will respond as they are trained to do.
