There would be no such thing if they would be effectively discouraged to board any boats in the first place.
Basically it's NGO's who are encouraging more and more deaths this way. And the EU's complete inability to deal with the problem.
One fact that is not spoken about - everybody remembers that drowned kid, that picture that was emotionally blackmailing Europeans from the title pages of every news magazine out there some time ago.
Turns out the real story is that the family has been already in a safe refugee camp in Turkey (paid for by EU) before they boarded the boat and drowned.
