It's more likely that NK will implode from the inside, rather than striking out at someone else. They don't have the balls or the capability to launch a nuke at another country.
North Korea making a successful missile launch with mass casualties is as likely as Betty White beating up The Rock. She might take a swing, but it'll be feeble and met with laughter.
