Actually in California, under Business and Professions Code sec 17200 (unfair competition), you can sue a competitor who is using illegal workers for gaining an unfair competitive advantage over your business.
You dont get to break the law and have an unfair advantage.
It might also be possible for a non-illegal worker to sue an employer under PAGA (Private Attorney General Act) for violating the California Labor Code. Most business hire illegal worker because they know that the illegal worker will not challenge the employer or try to seek benefits or unemployment.
