Seller dictating what is done with Public Domain content

So, apparently if you sell something that no one owns any rights to, you get to dictate what anyone does with it, then. HA! I suppose it makes sense saying you can't rip of their design and all of that though.
She apparently scans these from old books.. so ... maybe those exact images are actually ownable? The specific scans she made?
I MIGHT believe that I suppose.
Maybe.
International Copyright eligibile, though? Eh. I tend to doubt that.
