No. Not in the sentence they used. They said "We have processed this and enclose a copy"
That is correct. To use enclosed they would have had to have the word 'have' in there. "We have processed this and have enclosed a copy" which would have been clumsy and redundant english.
Look at the line in the part I quoted in my OP. "If a place or object is enclosed by something, the place or object is inside that thing or completely surrounded by it.
If you enclose something with a letter, you put it in the same envelope as the letter."
Thats exactly what they did.
