Actually it does because its not just about the number count its how the districts were laid out. The courts have found that districs with large minority counts in these states were usally over crowded with not enough polling stations..
IE, republicans were trying to make it so hard to vote people would give up.. They would set up limited polling stations with out enough equipment which cause people to spend hours waiting to vote.
Republicans hate it when the people vote..
