if we don't rebuild IRAQ, the middle east will become a hive's nest for terrorists, more than it already is now. when that happens, eventually, one or two terrorists from the hives nest will wander over to the civilized part of the world to cause havoc because they have nothing else to live for (or of course, they're horny and want to go see virgins in heaven).
if we don't upgrade our aging power grid then eventually it will fail again due to increasing power demand as the years go by.
