I'm sure liberal policies have something to do with it as more liberal cities tend to have more services and help for homeless people which then attracts more people looking for those services. It is, however, a lot more complicated than that. One big factor is mobility. Homeless people tend to live in big cities because the public transportation makes getting around a lot easier.
