There is an ongoing "issue" with all of this. The people that move into these places tend to be educated, young, professionals who want to help these people, but at the same time don't really want them living on the sidewalk in front of their building or next to their favorite coffee shop. Among the problems is the city lacking the resources to help them all so they end up with nowhere really to go. Add in the reality that this part of the city still has some soup kitchens and homeless shelters in it so many homeless come to that area of city to get food and find a safe, warm place to sleep.
There is a homeless "village" in the city and there has been talking of making more of them, but at this point, I don't think anyone has any real good answers for all of this.
