No, and I completely disagree. It CAN underpin SOME societies, but I don't think it's a requirement anymore. Any good society would and should allow anyone to believe what they want, yes, but to base a society on any religion based on old stories and unprovable events, and to lock society into rules based on that nothingness, and expect it to grow, probably wouldn't work out to well.
