No, he is not allowed to participate. Because otherwise he would beat Putin just easily. There are no doubts about that. Navalny is a serious politician, Putin is a dead horse.
P.S. In 2013 Putin has
literally said that if he felt any danger in Navalny, he would never allow him to participate. Seems he's very scared now...
