Two things:
a) war is great business. Especially if it's long war...
b) like Romans were saying - show me who profited from it, and I will tell you who did it...Strangely, after starting (and winning...) just another war in Caucas (reason for it: 1999 bombings), Vlad got really great rankings that allowed him to do what he did later....Litvinienko was also saying "interesting" things about 1999 bombings...
