Bush I thought was dumb as well, but I think it was more about him acting like the class clown. IE it was more his sense of humor that made him look dopey at times.

He wasn't quite as dumb as he acted at times, but he was a bit lazy not Trump lazy but likely prior to Trump the laziest potus we've had in modern times.
