I've seen this in Southern California - in fact, also up here in Sacramento. To the right of this trail in the video is a canal similar to where they raced Greased Lightening in movie Grease. Homeless people congregate in these areas because it's a public space and no one will kick them out (unlike a private business) and it's close to a stream of water which they use for washing, bathing, and a bathroom.
We have a similar problem along the California River here in Sacramento. Fifty mile long bike path, but you have to deal with the homeless in some areas closer to Sacramento.
