No. He is saying, if you use no follow tags on your site in an effort to send juice only to certain pages on your site, Google figured this out. So say perhaps that archives and category links on your blog are all no follow to not spread juice away from blog posts and the home page. Now Google will say, well, I'm just going to pretend those were do follow when taking away points from your pages that reference those links. Thereby limiting the effectiveness of such strategies.
A no follow to an outbound link will be no follow for that guy. But will still count against your page that linked out as if it was do follow.
